ECC was Formed

Concept
The desire to foster better communications; the will to maintain a mutually beneficial relationship between management and employees through the use of a continuing communication program; Employees Coordinating Council (ECC) was created.
ECC is a voluntary committee composed of representatives from Rank and File employees and management represented by Department Heads, Assistant Officers and Officers who meet to identify and jointly resolve issues of common interest. It is an on-going dialogue thru which labor and management communicate with equal opportunity in an atmosphere of cooperation, a forum for discussion of problems that might otherwise develop into disputes.
ECC was formed to provide a direct channel of communication between employees and management. It is also aims to study and discuss possible solutions to mutual problems affecting both parties. It is designated to promote employee- management cooperation, enhance employee participation in decision- making and to increase their commitment to carry out common goals of attaining progress and stability of the company.
Formation and Composition
With the sincere efforts of management to improve the working condition of its employees and to achieve lasting and harmonious relationship between employees and management, ECC was organized with the assistance of the National Conciliation and Mediation Board (NCMB) last May 23, 2007. The council was composed of 41 members, 17 representing the Management and 24 representing the Employees. The Employees was represented by Rank and File employees while the Management was represented by Department Heads, Assistant Officers and Officers. Also during that time, Central Committee, and for approval of the top management were formed namely; Sports, Recreations and Socials Committee, Employees Welfare and Benefits Committee, Productivity Committee and Issues, Concerns and Complaints Committee.
Committee Officers
The Central Committee has two Co- Chairpersons one designated by the Management and one designated by the Employees and a Secretary designated by mutual consent of the parties and may or may not come from the Committee. The two Co-Chairpersons shall serve concurrently on a rotating basis.
The Subcommittees were headed by Subcommittee Chairpersons, reporting directly to the Central Committee Chairpersons.
